Near the top of the picture, near the middle, you can see where the road, between right-angle bends, crosses the rhyne. That's where the road is closed and the rebuilding works are going on.

So why ever is the footpath (marked in red) closed?

It leads over a wooden style up to Stephen's Folly, the front porch of a demolished house moved to this location to improve the view.
